one person that mean at our ump just one person one action...
but if u are home internet user(streamyx), u can get many action such as increase the population, industry, transportation and many more....what u must do is, after u go to ur city, disconnect ur internet line and connect back... when i at home i do this and i can increase my population about 20 person per day...
